A seasoned executive with over 25 years’ experience building and leading teams of experts, Donna Levin founded OnPoint Solutions in 2009. Today, her firm provides clients with access to expert consulting advice in key administrative disciplines, including finance, accounting, contracts and subcontracts negotiation, and operations management.
As a key contributor during the planning, capture, solicitation and negotiation phases of many diverse business opportunities, Donna has helped clients win competitive government prime contract awards totaling more than $1B.
Donna brings a sense of strategic focus, mature business judgment, and expert assistance in identifying, evaluating, and resolving business management challenges. She is widely respected as a versatile and trusted leader with a consistent track record of success and proven ability to start up complex programs or turn-around struggling ones.
Prior to launching OnPoint Solutions, Donna worked at Pyxis Engineering, LLC and PROTEUS Technologies where she was Director of Finance & Contracts. A key component of Donna’s role at both Pyxis Engineering, LLC and PROTEUS Technologies was her participation in the Business Development process through review of, and response to, customer Requests for Proposals (RFPs) and organizational strategic planning.
Key accomplishments include:
- Responsibility for all accounting, finance and contract management activities
- Producing a series of fully-compliant Cost Volumes for proposals
- Selecting, configuring, and implementing a new accounting system to enhance company financial and project reporting capabilities
- Negotiating and administrating Fixed Price, Time and Materials (T&M), and Cost-Reimbursable contracts and subcontracts
- Deploying a web-based timekeeping system
- Participating on proposal “color teams” providing feedback on content, presentation, and win themes
- Developing and defending pricing strategies
- Guiding management on key issues and
- Contributing significantly to each company’s success in expanding their contract portfolio, developing and maintaining the administrative infrastructure, and increasing revenue and net income. Donna previously worked as the Director of Business Operations at Interface & Control Systems, Inc., and as a Senior Contracts Administrator supporting the Advanced Naval Platforms business area at Northrop Grumman Electronic Systems.
Donna is a member of the National Contract Management Association (NCMA) and AFCEA International. She holds a Bachelor of Science degree in Business Management from Robert Morris University, and has continued her education through Penn State’s Master of Business Administration program, as well as numerous professional development courses.
